Buy a Bunker because it is the same thing as a Motorcycle club. It is passive and you can do other things. You can steal or buy supplies, it's your choice, but what most people do is buy supplies.

The best Bunker to buy is Chumash Bunker for $1,650,000. Since you have just 15 minutes to deliver the cargo, Chumash Bunker's proximity to the city makes it easy to reach your checkpoint in time and make good money out of it. The worst Bunker is the Paleto Forest because it will take longer to sell your cargo.
